Knowing all of the possibilities, and even alternate translations is useful, especially if you plan to teach from the text.

The NET has the following note regarding this.&lt;em&gt;Or &quot;was a minister of Syria.&quot; This term could simply refer to an administrative role Quirinius held as opposed to being governor (Josephus, Ant. JOSW.2.18.4.2 [JOSL.2.18.88]).&lt;/em&gt;</description>
